Housing program offered in Osakis

The Osakis Economic Development Authority (EDA) and City of Osakis have been working on a housing program to fix up homes, help demolish houses that are in poor condition and encourage construction of new homes.

In 2000, the EDA started the Osakis Properties Development, which has generated funds that the city has decided to put toward improving homes in other areas of the city.

The EDA and city decided to set aside $75,000 for the 2018 program.

The goals for the Community Housing Assistance Program is to assist with the rehabilitation of properties, demolition, and adding new homes that eliminate blighted properties and attract single-family homeowners to Osakis.

Property owners must match the city's forgivable loan amount There are three options for obtaining funds:

• Demolition. The city will provide 50 percent of the cost, not to exceed $5,000 for the demolition of existing substandard housing units through the demolition program. Demolition costs will be reimbursed at the completion of a new home. The city will not participate in demolition where there are no plans for new construction.

• Acquisition. Where new homes are constructed, the city will provide forgivable loans of up to $15,000 toward the acquisition of new homes within the project area.

• Exterior remodel/improvements. For exterior remodeling, the city will provide forgivable loans of up to $10,000 toward exterior improvements to the home, including windows, roof, siding, energy upgrades, remodeling and additions.

Eligible individuals must live in the city of Osakis, must live and own the property they are applying for, and must meet the income limits for the program as follows (these standards are set by Housing and Urban Development on an annual basis):

A family of one or two must have a maximum household income of $84,200 or less.

A family of three or more must have a maximum household income of $96,830 or less.

Applications must include income verifications and will then be approved by the EDA board for funding at its regular meeting on the fourth Monday of each month.
